Can I apply Type 1 or Ultramastic ECO over waterproofing membranes?

No; instead, use an appropriate MAPEI polymer-modified thin-set mortar that meets the requirements of ANSI A118.4 or ANSI A118.11, or an epoxy mortar that meets the requirements of ANSI A118.3.
